At the time that the scheme was first mooted, it seemed improbable that it would ever affect me personally, so I confined myself to generalities. It now becomes a personal matter, and, in addition to the points then advanced, the following arise.
(a). If I am to perform these extra duties, in addition to my existing work, to my own satisfaction, much longer hours will be necessitated, as my time is already completely taken up, during Office hours, but, by a rearrangement of my work, combined with a considerable amount of overtime, it could be done. My statistical work will have to be done at home, at night and on Sundays.
(b). The proposal that I should live at Tsim-sha-tsui, even with Quarters provided, would mean considerable extra expense to me, if insisted upon, on account of the necessity I should be under of keeping up two establishments. For it is out of the question for my wife and children to live at Kowloon, more especially in the summer time, even if I considered Police Barracks a suitable residence for a lady.
(c). But I fail to see that any useful purpose would be served by my residing at Tsim-sha-tsui, if, as I understand, I am to have nothing to do with the Water Police at night. With a proper arrangement of my duties, they can be just as efficiently performed if I live, as I now do, at the Peak.

In view of the above, therefore, I submit that the financial arrangements suggested do not provide a salary commensurate with the increased work and responsibilities involved, and that a substantial rise in salary be substituted, - say £200 a year.
